In order to discuss similarities and differences in cultural perspectives, the project aims to outline conceptual and attitudinal foundations of early childhood education in Hong Kong and Germany. The other issue is to gain insight into the professional similarities and cultural differences that affect educational processes in kindergartens in these two nations with very dissimilar traditions. Germany, where the first kindergarten was founded by Friedrich Fröbel, realized early on the importance of play for children. (Free) Play is pivotal in the German preschool curriculum and prescribes what children should mainly be doing in kindergartens. However, in response to the PISA shock (Oberhuemer, 2012), a debate has begun on whether a kindergarten curriculum strongly focused on play can instill school readiness in children. An interesting comparison can therefore be made between the German model and the situation in Hong Kong, where the play-based learning approach has been reiterated and advocated in early curriculum policy since the 1980s. However, a mismatch between practice and policy has recently been identified (Cheng, 2011). Kindergartens in Hong Kong continue to focus on learning and teaching pre-academic skills (Ho, 2006). In order to construct a picture of ’cultures of early childhood education‘ in Hong Kong and Germany, this study investigates different perspectives on learning, teaching and playing on the part of teachers and parents.
